Conditionally installing and registering an OCX file

I need to detect whether a file exists on the client's machine, (MSCOMCT2.OCX in \\Windows\\System32) and if it doesn't, install it in my application folder and register it.

I have done a small amount of programming using the Installaware language but need help on how to accomplish this, and where to put the code.
