Installer Localization

My installer needs to be in both English and French.

Here's what I've done - I sent the strings to my French speaking client and have translated (using the program from the import/export wizard).

I received the "system" string translations which I copied into the program Files "trans" folder and imported the French local strings for the installer using the Localization Import/Export utility.

When the installer is run on a French Language machine, English still appears.

My questions are:

1. What else do I need to do in order to have the French language installer appear on French locale machines, and

2. How can I test this on my English system - it seems setting the locale to French (I'm on Vista) through the control panel is not enough to get the French INstaller text to appear.

3. I have an external "license.txt" file, one in English and the other in French (same name) - how do I get the Installer to load and display the proper file based on the language.

4. Is it possible to provide a startup dialog that let's the user select which language they want to proceed in? I'm thinking that it would be generic enough to put two buttons with flags on them - how could this be achieved (questions 1 and 2 being most important).

Update:

I've mostly figured out how to do this - one issue remains:

For the dropdown message box that asks the user to select their choice of languages for the installation - when in English, the Message Box with the dropdown looks perfectly fine, in french, the text (which is more verbose) run behind the language dropdown.

Does anyone know how to get the MessageBox to resize (or in general just make it larger) to deal with text other than English? I belive this message box is generated automatically by IA, so I'm not sure where to find it to adjust it's size parameters.
