Web deploy issue with unable to download components

On 90% of the downloads for my web deploy application, I have no problems. However, on 10%, the users receive a message saying they are unable to download the components (in this case sql server express 2005 and the .net framework 3.5 sp1), and if they want to cancel or retry. They are unable to go past this step. They are all running windows xp sp2 , and have internet explorer 6 or 7. What could cause these problems just on these users machines? Any help would be appreciated.

Give them the URLs for the weblocks and ask them to download them via IE manually - see if they can get that far?

They can manually download the 7zip files, if that is what you mean by webblocks. I also had them download winrar to see if they could look inside them.
