In the User Interface Editor, double click on a control to bring up the "Define Interactive Characteristics" dialog. Go to the object rules tab within the dialog. In the "Existing Rules" section, multi-select two or more adjacent rules in the middle of a large list of rules using Ctrl+click. Click the move down button. Notice that the bottom of the selected rules moves down while the rest of those selected stay in place.
If multiple rules are selected, the move up/down buttons should move them all.
