Copy local files not working?

I call Apply Install and copy a piggyback set of files to the targetdir. After this step I try to call (for example) copy local files $TARGETDIR$\\Installs\\ClientController\\user.config to $TARGETDIR$\\ConnectMonitor\\bin\\user.config and nothing happens. What am doing wrong?
