I have an install that is updating already installed files and the installer is not removing and updating said files.
Is there a compiler variable that I can set that will automatically overwrite all files?

I don't know if this a relevant for you but back in the days when I used InstallShield there was a reference count maintained in the registry that caused exactly the same problem as you've reported. That is, if the sequence of installations and uninstallations got out of synch the reference count would not decrement to 0 and hence the deletion would not trigger. I think it had something to do with whether a file was installed as permanent or not. I'm sorry to say I can't remember what part of the registry the reference count is maintained in but if you search for the filename you might find it listed somewhere. That's the best I can suggest until someone else quips in with something more intelligent!
