Help with CreateDircotry DLL call

I am using the follow code to try and create a directory but it is not working. I did not know if any one else had done this or maybe some insite as to what I am doing wrong.

The reason why I am doing this because I need to create a file association but the path does not exist before the apply install command so I am wanting to create the path using this function and then convert it to a short path.
