When I upgrade an older Installation by running a newer setup with the same product code but with a different revision code, I met the problem that my files are not updated.
I made sure that my files have changed in size and edit date but after the installation the file is still the same as it was before.
I also have the line with install files before apply install
Is that default behavior of MSI? In the help it says that older files are replaced if they already exist on the target.
Upgrading Files in NEEDSUPGRADE-Mode
Re: Upgrading Files in NEEDSUPGRADE-Mode
It sounds like you might be wanting to use a patch. With an upgrade, the previous version should be removed and the new version installed.
Does your setup go through a "previous version uninstall"?
How was your project created, based on what template?

Re: Upgrading Files in NEEDSUPGRADE-Mode
I found the mistake. I didn't run the uninstall of the previous version as you said.
Maybe the Patch solution would be better in this case.
thanks
