File included in Patch not updating on destination Unit

I created
a patch that includes an update to one file. In the patch creation log file,
I see lines similar to the following :

User supressed error for Target ProductVersion greater than Upgraded image.

However, the file does not get replaced after the patch runs. The file is
in a component by itself. It is not in a feature by itself though.

How can I detect why/how this component is not being requested in the Patch?

Sounds like your patch has a lower product version that the setup you are patching - could that be?
