DotNet 4 Installer with dotNetFx40_Full_x86_x64.exe ?

Hello,
I have IA11 and I know I can install DotNet4 with Web Media Block

From Microsoft there is the file dotNetFx40_Full_x86_x64.exe which installs dotnet4 for x86 and x64 and this is only 50 MB
The setup files from IA11 for Dotnet are 4 different files and are together 180 MB!

My question is:
is it possible to check for DotNet4 and make a Web Media Block with the dotNetFx40_Full_x86_x64.exe file?
if yes, how can you include this file and how is it executed if dotnet4 is missing?

You can use the original runtime as a base, and then use this tutorial to create your new runtime:
