I have also begun to run into this, since installing InstallAware 2012 (early November.)
The issue started happening a little over a week ago (there was no specific update/install performed on the host machine.)
This is a VMWare virtualized build machine running Windows XP SP3 (32-bit), we have a nightly build process that generates several InstallAware-based installation packages using the command-line build process.
The issue does not occur in specific installation packages (or all at the same time), rather they occur seemingly randomly and inconsistently throughout all the packages.
First I tried clearing the TEMP folder and restarting the PC - this *seemed* to work but only for one or two build cycles.
Next, I tried re-licensing InstallAware - again, this *seemed* to work, but only for one or two build cycles.
Finally, I tried disabling the pro-active threat capabilities of our Anti-Virus product (Symantec End-Point Protection) - This *seemed* to work for about a week.
I'm currently trying a re-installation and re-licensing of the InstallAware product - I will also see if I can fully disable the Anti-Virus product.
Any help/insight would be appreciated.

Sounds like what you are doing is about right. Please indeed try to disable your A/V and let us know how that goes.
