LOADOLDDATA variable not loading anything

I feel like I found yet another bug but not sure since I may be misunderstanding what this LOADOLDDATA variable does.

I set it to TRUE in Project settings and also the Power Tweak section in the designer. it seems to be set to TRUE when I double check it.

I was under the impression this was going to cause my setup to startup with the settings from the prior setup already pre defined. However, thats not happening. The variables all seem initialized to the default values. Features are all pre selected to the default values, etc.

What could I be missing?

Update: I dont seem to be able to get the Load Features and Save Features to work either. I tried these script commands and the screens and variables all come up with the defaults too. I but a messagebox right before and right after the Load Features command to check the TargetDir. It is set to the default value before and after, eventhough the text file read by the Load Features statement clearly has the correct TargetDir saved in it. The saved value is NOT the default.

Can anyone from IA help me out or suggest something to try? Does this Load Features only work under certain conditions?
