File association help

I am trying to associate a file extension to a specific .exe program that I am installing but once the install completes and the user attempts to download & open the file w/ this extension, user receives the following:

"This file does not have a program associated with it for performing this action..."

Tested on Win7 x64 w/ IE9

Create File Type ABC Company file with extensions .XXWEB and associate with program $TARGETDIR$\MyApp\MyApp.exe

What am I doing wrong here?

Using InstallAware 2012.

have you tried to import an existing file association defined in your system, in oder to compare if you missed something with the one defined by you?
