I have an installer build with IA Express 18 and have checked the Never Overwrite option for a file. When I run the installer, the file that exists on the target platform is overwritten, even though the Never Overwrite option is checked.
I have read a few threads in the support database about this topic but did not see any resolution to the problem. Thanks for your help.

Are you sure the file effectively exist on target system when "Install Files" command runs.

I am an Express user so I don't really have visibility into when the "Install" command actually runs. However, what I think you are probably saying is that the file in question is installed in a previous run and when I run the installer today to install a new version, IA first uninstalls the old version and, in doing so, deletes the file in question since it was what put it there in the first place.
So, when the "Install" command actually runs, the file is gone.
How do I set it up to install a file and not remove it when a reinstall takes place?

In fact, I meant exactly that.
The only option that you have is to make a copy of that file before your installer effectively runs (... otherwise the file will be removed first).
With IA Express you can define a Run Program action (Run Programs view (advanced Options) in IA IDE) and you can also specify the timing of program execution while inserting the run request. In your case, run an XCOPY command to move your file somewhere and then restore it back later, using another Run Program action (at the end of your installation).
