Under Windows 7 the menu item "Build Appx for UWP" is available, but when you click on it, you get the following dialog:
The feature cannot be installed, because it's not offered in the setup dialog.
I assume it's because you can only run it from Windows 10, but then I would expect to get informed about it in the dialog above.
On the other hand, why is that menu item there when this feature isn't even installed and you can't use it anyway?

Dear Pfennig,
APPX conversion is only available when installing IA on a WIN 10 machine.
I'll ask our dev team to keep disabled such Menu item when not available the minimum OS requirement.
Fortunately, it's just a cosmetic issue.
