Install Fails to Run with mia.lib error

I have a client running our install program and getting the following message:

This machine was a Windows 7 machine that they have cleaned and then installed Windows 10 Enterprise;

We are having them re-download their install program and trying again, as well as getting us a screenshot of the extract mia temp folder contents to see if the size of the extracted mia.lib is correct.

Has anyone seen this issue before?

I suspect this is due a third party AV installed on the target machine.
