Cannot add support files Express

I am testing Express and I want to add a license file, the instructions say to go to manage -> Project Manager
and add the file to support files.

There is no Project Manager in the Express setting. I un-installed and installed Developer and now there is
Project Manager under Manage.

Why cant I get to project Manager in Express so I can add my license files?

In Express edition you can add your Eula/ReadMe files from the EULA and ReadMe page.
