Setting Environment Variables for User or System

In the "startmenu" dialog (in the official theme at least) there's an option to "Install this application for" (Anyone or me) and I want to set the environment variables based on that decision, but the "Set environment variable" function only has a static "Set variable for all users" checkbox. It looks like I will have to have 2 virtually identical blocks of "set variables" and key off of the value set in "startmenu" to pick the one I want (either for all users or me).

Is there a better way to do this?
