"Since this command writes to the Run registry key, the installation will restart after the Windows shell and other startup programs have been loaded. Security settings on Windows Vista or newer operating systems may prevent setup from automatically restarting without manual user approval. If this is a concern, use Reboot and Resume instead." (at Reboot and Login)
Reboot and Resume uses RunOnce.
the support from Microsoft says
"Beginning with Windows XP, the values in the RunOnce keys are run only if the user has permission to delete entries from the respective key."

So, what is the recommended way in a scenario with an OS >= Windows XP and a non admin user?

Dear Anja.
the use of "Reboot and Resume" implies that setup package makes system modifications and due of this, it requires administrative privileges.
Consequently the same "administrative credentials" are forcedly required to complete the installation upon system reboot.
It's simply not possible that such installation can be then completed under a limited user account.
