x6 Setup, change features: cannot download runtimes

i startet the installaware setup (x6) to add some runtimes to my local installation. However, the download of the runtimes does not work. See attachments.

Now i deinstalled all and then try to reinstall my x6. Same problem. Setup cannot download online ressources..
Wonderful, now i have no more running instance of the product. Very annoying.
