Meta-install packs

We have a core application, plus multiple board-specific packs. Customers may have one or more boards. It would be nice to be able to create each component individually, so they can be distributed, installed and updated independently, but still be able to bundle them together into a meta-install package that includes (say) the core application plus the packs for boards P and T. I'd like to be able to effectively merge the installations, so that one installation installs any packs which aren't already installed, but I don't want to let the customer know about boards which aren't in their packs. I also want to be able to add new board packs without updating a monolithic central install package - which is part of the aim of going modular.

I'd also like to have it so that uninstalling offers all the installed board packs (even if they were installed separately) and the core as options to uninstall.

What is the best way of approaching this?
