I have CodeGear Rad Studio. I have an application written in Delphi 2007
that uses the Borland Database Engine. I am using Installaware 6 that comes
prepackaged with CodeGear Rad Studio for my installation project. I have
inserted the BDE_PRO.msm into the installation file. The files for the BDE
are present on the installation disk. The compilation works fine and it will
install without problems in machines which have a previous version of the
BDE installed. When I try to install the program on an XP machine that has
never had an installation of the BDE, the installation proceeds normally but
when I run the application it fails giving the message that it is unable to
initialize the BDE. None of the BDE files are installed on the machine,
even though the installation goes through its program without warning.
Does anyone have any suggestions on why this occurs and how it might be
remedied? Perhaps I am not including some additional instruction into
Installaware?
Any help would be appreciated.

I had the same problem. I am using the C++ BDS (Borland Development System) with the BDE (Borland Database Engine) and how I resolved this may be relevant to your system since C++ ultimately generates Delphi code.
First, make sure the BDE_PRO.msm file is in the InstallAware <Deployment><MergeModules> page.
Second, make sure that the various packages are compiled within the exe file generated by the BDS:
1. in the BDS: Under <Project><Options><Linker><Linking> make sure that "Use dynamic RTL" is un-checked.
2. in BDS: Under <Project><Options><Packages>, make sure that "Build with Runtime packages" is un-checked.
3. in BDS: re-Build the program completely
Then rebuild it all in InstallAware.
Let me know if this works for you.
