Wanted: Repair and Uninstall only, no Modify

I modified my maintenance dialog to remove the Modify control. I set the repair control to checked. When I test the dialog, repair is selected. However, when I run the actual install in maintenance mode, neither repair nor uninstall is selected.

How can I get repair selected automatically?
