.net framework 3.5

My program requires .net framework 3.5. Since .net framework is huge I don't want to package it with my installer. Is it possible to download the framework during instalation from Microsoft's site if it is not present on destination system?

Yes, or you can even use the built in runtime mechanism if you're fine with downloading it from your own site. You get better compression and smaller downloads as a result.
