Can anyone provide a very basic example of an html billboard's index.htm? If I can get at least a jumping-off place, I'll pass the work off to someone else who knows what they're doing!

What are you looking for? The design of the HTML or the code for jump from 1 page to another?
If is the code just need something like this to add this under the HEAD section before the BODY
<meta http-equiv="refresh" content="10;url=page2.htm">
The code in bold is for load the page2.htm after ten seconds, you can use of course your own HTML file name and more or less time.
