"create folder" is not always work !!

Hi,
I used "create folder" in the following script and it does not work, it work only when I move the line to the top of the script !!

apply install ...
run program ...
create folder c:\new

all lines run normally except for the create folder , but it work when I move it to the top !

why this happen ?

(I tried to make copy and paste here but alot of text generated !)
