Back in 2007 kdunlop posted a set of instructions for modifying the SQL Server 2005 Express Runtime to include the Management Studio:

Does anyone know if this same technique will work for the 2012 version of SQL Server Express?

It will work, but of course the name of each single file involved, it would be probably different.
BTW, you can create a custom runtime package with following the steps described with the document; "Extending the Application Runtimes View". http://www.installaware.com/publications-whitepapers.htm.
