I'm using InstallAware Multi-Platform Version 2025 (2.1) [Windows x86].
When I run my installer in silent mode via CMD, the registry entries for the current user are not created the first time. I have to run the installer twice for the registry to be created in silent mode.
However, everything works fine when I install using the installer with the user interface.

Sounds like your setup flow is different when executing in silent mode.
I'd set the pre-defined variable (please see https://www.installaware.com/mh52/desktop/predefinedvariables.htm for the full list) SILENT to TRUE as the first line of your setup script, and run it inside the debugger in the IDE to find out why.
